Senate Sends Sara Duterte Impeachment Back to House, Halting Trial

MANILA, Philippines – June 10, 2025

In an unexpected turn, the Philippine Senate voted 18–5 to return the impeachment articles against Vice President Sara Duterte to the House of Representatives for further constitutional review, delaying the high-stakes proceedings that could shape her political future.



The impeachment, initiated in February by a coalition of mostly pro-Marcos legislators, accused Duterte of serious misconduct including corruption, misuse of intelligence funds, and plotting threats against key government officials. A conviction in the Senate would result in her removal from office and a lifetime political ban.


During Tuesday’s session, Senate President Chiz Escudero emphasized that returning the articles for House certification does not dismiss the case altogether but rather ensures the process aligns with constitutional mandates. The move sparked concern from activists and Senator Risa Hontiveros, who argued: “There is no ‘remand’ or ‘return’ in the constitution… Our obligation is to try and decide.”


This decision arrives shortly after the midterm elections, where Duterte-aligned candidates performed strongly, further emboldening her political faction and raising questions about the influence of family dynasties.


The Senate has also received a counter-resolution from Senator Ronald dela Rosa, a loyal Duterte ally, calling for the dismissal of the impeachment on procedural grounds—the claim being that the Senate failed to act within the constitutional 100-day window, effectively nullifying the case.
